Summary of Project
The project was a challenge from the start. The site
area was very limited, with an existing structure on one
side and 30% slopes on the other. The water, sewer,
surface water and roadway design all had to be closely
coordinated to fit into this limited area, and to
complicate things, the existing detention building had
to stay in continual operation without disruptions. A
traffic study was completed to address the possible
impacts of a new access onto Tremont Street. The
traffic study resulted in the need to design a
channelization and widening plan for the new access
point. In order to take advantage of the dry summer
months and keep the project on schedule, it was decided
to phase the project and complete the site work in the
summer. A separate site work bid package was developed
and placed out to bid. The bids were under budget and
the site work was completed without complications. The
project was funded by a bond issue approved by the
voters. The bond issue mandated the need for solid,
accurate cost estimating and design. The project came
in under budget.
